This was made by US Glass - a cut from their 1898 catalog is shown below where it is called a "Glass Covered Cream Pitcher". It is interesting to note that the page was labeled 15050 implying that all items on the page were that pattern. All the items were very plain but there were several pieces on the page, in addition to this creamer, that do not have the concentric rings that are the defining element of the No. 15050 Ohio pattern. Regardless, this covered cream is a US Glass product.
