NOTE: Brad Gougeon. Consolidated did make a similar Shell and Seaweed, we can only document the Consolidated version for shakers and a toothpick. The jury is still out on who made the table set version like yours. Most likely it was made by Nicholas Kopp but whether it was at Consolidated or later at Pittsburgh Lamp, Brass and Glass Co. we do not know.
