NOTE: Westmoreland made a very similar plate WESTMORELAND SPECIALTY CO. No. 16 CASCADE PLATE (OMN) with an outside border known as Forget-Me-Not. The central design is similar, but much more detail in the unknown maker version with (Lacy Heart Border), better mold work.
NOTE: This same border (Lacy Heart) is found on a number of plates with an Easter theme; LACY HEART (AKA)
